This position is located at MARINE CORPS BASE HAWAII - MCBH MCCS HAWAII - KANEOHE BAY,
HI. Candidates selected for this position will serve as a ACCOUNTING MANAGER NF4 RFT.

Major Duties
This position serves as Accounting Manager, responsible for all areas relating to financial reporting
involving business operations amounting to $92 million in annual expenses across 100+ reporting
activities. Financial reporting encompasses multiple industries and feeder systems. Some
examples include: Counseling, Education, Fitness and Recreation, Child Care, Retail, Restaurants
and Lodging. Works with activities feeding financial transactions to the Kansas City, MO Shared
Services Center (SSC). Also serves as the liaison to the SSC, resolving issues and providing local
adjusting entries to produce accurate and timely financial statements and balance sheet
reconciliations. Responsible for ensuring day-to-day operations of the accounting systems are
carried out under accounting principles and established policies. This position supervises staff and
serves as the focal point for handling non-routine issues.

Applies Generally Accepted Accounting Principles (GAAP) and Government Accounting Standard
Board (GASB) promulgation when examining financial transactions using an enterprise chart of
accounts which includes assets, liabilities, retained earnings, revenues and expenses. Able to
analyze accounting reports, reconciliations, statements and other financial accounting
data. Assures proper documentation of transactions and proper entry in the accounting system.
Recommends and develops standard operating procedures (SOPs) and desktop
procedures. Directs/performs research of accounts, historical data and source documents to
develop and explain detailed information. This position addresses tight deadlines and a multitude of
accounting transactions for activities including general ledger preparation, financial reporting, yearend audit preparation and the support of budget and forecast activities. This position is the main
point of contact with the internal and external auditors including preparing audit schedules and
coordinating with other activities. Ensures an accurate and timely month and year-end closings.

Reviews and approves travel and relocation reimbursements in accordance with the Joint Travel
Regulations (JTR). Ensures accurate and timely submission of employee reimbursements to the
SSC.

Assists the Accounting Director in the execution of Appropriated Funds (APF) and Non-
Appropriated Funds (NAF) while adhering to laws, regulations, and policies. Compares reports and
provides interpretations on significant trends, major variables, etc., with previous accounting
periods. Participates in management decision-making reviews, and recommends management
actions based on accounting trends. Interprets accounting system directives from higher authority,
and recommends local system implementations when optional. Devises local system adaptations.

Plans, organizes work, and manages internal procedures and resources to ensure maximum
productivity and economics, exercising full first level supervision over accounting staff,
recommending selections, performance evaluations, initiating personnel action requests,
establishing work schedules, handling disciplinary and grievance matters, acting on leave
requests, and providing continual training of subordinates. Ensures all tenets of EEO and safety
regulations are followed.

Provides for Cash Office coverage in times of special needs due to vacancies, special events,
year-end processes.

Performs other related duties as assigned.

Qualifications
Four years of progressively responsible accounting experience which demonstrates (1)
professional knowledge of Generally Accepted Accounting Principles (GAAP) involving commercial
accounting systems, general fund revolving, financial management reporting; (2) knowledge of
automated accounting systems to produce financial statements, designing reports and including
ability to analyze and interpret reports, etc., (3) ability to communicate effectively orally and in
writing on complex financial matters, and (4) four years of prior supervisory or coordinative work
experience involving subordinates engaged in diverse accounting activities. A degree in
Accounting is required; however, five years of public or private accounting management
experience plus at least 24 semester hours of intermediate accounting from an accredited
university is qualifying. Certification as a Certified Public Accountant (CPA) or Certified
Management Account (CMA) is preferred.

Must be PC proficient and possess strong Microsoft Excel experience with the ability to learn
various software programs as needed.

Be able to thrive in a fast-pace setting, multi-task, meet deadlines and take action to solve
problems quickly. Must have excellent oral and written skills. Must possess great people skills and
have tact and diplomacy in dealing and communicating with other people.
